Data goes in data, textures go in textures, etc Nmcc archives file structure is set up to mirror the data folder of fallout 3.

Yes, I sure did. Like it's Skyrim counterpart, Khyrin's Pure Water replaces the stagnant default water textures found in the Wasteland with HD transparent versions that greatly improve the believability of this post-nuclear future. CptJoker's mod replaces the default nighttime skybox with a much more detailed HD sky, compiled from real-world starfield photography.
If I am missing something, I think it would be something small If so, I have done this the whole time.
Have you checked in the Fallout 3 data folder to confirm it's there? Just thought it all up in my paranoid mind.

Otherwise just make sure you extract and copy it to the Fallout 3 data folder exactly the way it is in the archive. Is this supposed to happen? What if you're not? The huge texture set can't all fit on the card, it has to swap them from the drive when you enter a new area. Wanny's ENB preset is a bit of a mix of both Blackout's stark lighting, which gives the wastes a bit falloutt a bleak aesthetic and Midrhastic's more colorful variation.
